Default 4 year old mown down by pavement cyclist

A FOUR-year-old girl was left scarred and covered in blood after a cyclist,
who was using the pavement illegally, ploughed into her.

The youngster was left bleeding and in shock after the cyclist struck her
near Temple Meads with such force he came off his bike.

Two points:

1. £30 is clearly *nowhere* *near* enough; £200 + automatic crushing of
the bike is the minimum that might get them to take notice (and even
that may not be enough).

2. Equally, nowhere near enough of these fixed penalties are being
issued, despite the derisory amount of the penalty itself (see above).
