It is easy to spot the damage to artifacts showing where the cyclist has
been cropped out of the original, left hand picture.

Was the other picture for a cycling paper?

No wonder, what exactly? From his angle and direction, it should be
obvious that he is making a left turn. It can easily be ruled out that
he came in from the left and is in the process of making a short cut.

As a possibility, perhaps he came from the right and originally wanted
to turn into where the police car is blocking the road.

If you came along in your car, got halfway across the junction and
realised you couldn't turn right, would you manoeuvre to pass to the
left of the bollard, even if nothing was stopping you from passing to
the right?

I don't expect to get a sensible answer.
