Does anybody know something about this frame - is it good quality etc.?

I have come across a french Francesco Moser frame. It is supposedly
form the late seventies or perhaps early eighties. I know nothing about
the brand. Its head decal says: 'Made in France' but I have always
thought Moser frames came from Italy - much like Francesco Moser
himself?
