Wonder if that means he is one of those who tries to shove a copy of a
free newspaper up your nose as you try to make progress along a London
Pavement. or he disfigures buildings and street furniture with
flyposters.

A public nuisance as a way of life.

I do wonder sometimes what kind of people take part in "Critical Mass". Are
they just a bunch of criminally minded louts or is there more to them? If
they are trying to promote a positive public perception of cyclists and
cycling, they can only have exactly the opposite effect, surely? Why would
blocking roads in Central London to cars, taxis, buses and motorcyclists
improve their public image?

They are trying to improve the public image of cycling in the same sense that
Herod was trying to promote the Judean government's child-centred family
policies.
