I like this bit:

I wonder if the the same council shows the same leniency towards car
drivers overstaying their car parking time limit if they don't have

No, they're breaking a Bournemouth Council *byelaw* which limits bicycle
speed to 10mph. That's still a law, and breaking it can lead to
prosecution. I'm curious now to see what the byelaw actually says. FOI
request duly submitted...

if it's anything like the one around Richmound park, they can tell you
off but not much else, though apparently Richmound park is getting that
changed or changed already.

Speed limits in the Royal Parks apply to *all* vehicles,
including bicycles. The lack of a speedometer does not negate the
need to comply with the law, as the principle in English law is
"ignorance is no excuse".

The ruling is "ignorance of the law is no defence" so it's not an
excuse to say "I didn't know it was illegal to speed here/carry drugs"
it is a defence to say "I didn't know I was carrying drugs"( This was
explained to me and another 11 people a long time ago and at great
length by a judge and defence barrister.) I'll let others argue about
whether "I didn't know I was speeding" is a defence.
