Cyclists should stick to Cycleways, Bridleways or BOAT's.

Nugent will support more access to footpaths for cyclists because he has frequently stated there should be no restriction on where a vehicle operator can operate their vehicle.

If only these people would stick to noisy off-road scrambler motorbikes,
then the horses would not be so afraid of them. Problem solved.
