Default Are all tubular locks pickable?

I just received my replacement lock and it has tubular keys. I guess
that this kind has been made pen-proof?

Actually I have a combination rack/fender/lock gizmo and they sent a
replacement for the whole thing. Very kind of them since only the lock
needed replacing.
